. The Marshall Islands: Skills Training and Vocational Education Project Examines the efficiency of the task and highlights lessons. Offers inputs to two broader evaluations- the local evaluation of ADB assistance for the Pacific and the unique assessment study on Millennium Development Goals. The low instructional attainment and shortage of Marshallese skilled workers were mainly due to the poor quality of standard education, lack of access to education in the outer islands, and weaknesses in abilities training and the vocational and technical education system.

These supported an economy marked by high joblessness because of constrained private sector growth and federal government downsizing. Joblessness was especially high amongst the youth and women in the outer islands. Suitable regional proficient personnel for existing task vacancies

were unavailable, hence the importation of appropriately competent foreign workers. Therefore, there was a mismatch in between available jobs and skills of the Marshallese labour force. These conditions supplied the effort for the Government

of the Marshall Islands to prioritize technical and professional education training reforms. In 2000, ADB authorized a loan for $9.1 million to enhance skills training to provide well-trained workers required for continual financial and social advancement. This was to be accomplished through an integrated nationwide abilities training system. The task consisted of four components: advancement of a profession awareness program, abilities training enhancement, enhanced skills training chances for females and youth, and institutional conditioning. The anticipated outcome was increased income-generating chances and employment for students, specifically ladies and youth in the outer islands. Overall, the project was ranked not successful. Minimal development was attained in making the project responsive to the requirements of its beneficiaries and private-sector companies. The long-standing weak point of bad numeracy and literacy proficiencies

among public primary and secondary school graduates and dropouts entering college or participating in voc-tech education could be partially attributed to the poor quality of basic education. The task was supply-driven and could not establish a strong linkage with economic sector requirements or align its activities with the requirements of the labour market. The status of the technical and occupation education training system has stayed basically the exact same after project completion. The study advanced that ADB might encourage the Government of the Marshall Islands, through consultation and policy dialogue, to follow through on the government's

dedication to establishing a dedicated labour details system to connect technical and trade education training program offerings with industry need. Although the job set up a labour market info system, in the lack of internal staff ability at the National Training Council, it was not fully functional.images?q=tbn:ANd9GcQzYOZkdtHDSpyWBaDiG5g
