Fund, with the job co-financed by the Government of the Republic of the Marshall Islands

. The Marshall Islands: Skills Training and Vocational Education Project Assesses the performance of the project and highlights lessons. Provides inputs to two broader assessments- the local assessment of ADB assistance for the Pacific and the special examination study on Millennium Development Goals. The low educational achievement and lack of Marshallese skilled workers were mostly due to the low quality of standard education, lack of access to education in the outer islands, and weaknesses in abilities training and the employment and technical education system.

These supported an economy marked by high joblessness because of constrained private sector development and government downsizing. Unemployment was specifically high among the youth and women in the outer islands. Ideal regional experienced workers for existing task vacancies

were unavailable, hence the importation of appropriately knowledgeable foreign workers. Hence, there was an inequality in between available tasks and abilities of the Marshallese labour force. These conditions supplied the initiative for the Government

of the Marshall Islands to focus on technical and vocational education training reforms. In 2000, ADB authorized a loan for $9.1 million to enhance abilities training to supply well-trained employees required for sustained economic and social development. This was to be attained through an integrated nationwide abilities training system. The task consisted of 4 elements: advancement of a profession awareness program, skills training improvement, improved abilities training chances for females and youth, and institutional conditioning. The expected outcome was increased income-generating opportunities and employment for trainees, specifically females and youth in the external islands. In general, the job was rated unsuccessful. Restricted progress was attained in making the task responsive to the requirements of its recipients and private-sector companies. The long-standing weakness of poor numeracy and literacy proficiencies

among public primary and secondary school graduates and dropouts going into college or participating in voc-tech education could be partially attributed to the poor quality of standard education. The project was supply-driven and could not establish a strong linkage with private sector requirements or align its activities with the needs of the labour market. The status of the technical and occupation education training system has actually stayed essentially the exact same after job completion. The research study advanced that ADB might motivate the Government of the Marshall Islands, through assessment and policy dialogue, to follow through on the federal government's

commitment to establishing a committed labour info system to link technical and occupation education training program offerings with market demand. Although the project established a labour market information system, in the absence of internal staff capability at the National Training Council, it was not fully functional.
