. The Marshall Islands: Skills Training and Vocational Education Project Evaluates the performance of the project and highlights lessons. Offers inputs to two broader examinations- the local evaluation of ADB assistance for the Pacific and the special evaluation study on Millennium Development Goals. The low educational achievement and scarcity of Marshallese skilled workers were largely due to the low quality of fundamental education, absence of access to education in the outer islands, and weak points in abilities training and the employment and technical education system.

These supported an economy marked by high unemployment because of constrained economic sector development and government downsizing. Joblessness was especially high among the youth and women in the outer islands. Ideal local skilled personnel for existing job vacancies

were not available, for this reason the importation of properly skilled foreign workers. Thus, there was a mismatch in between available jobs and abilities of the Marshallese labour force. These conditions offered the initiative for the Government

of the Marshall Islands to focus on technical and vocational education training reforms. In 2000, ADB authorized a loan for $9.1 million to improve skills training to provide well-trained workers needed for continual financial and social development. This was to be attained through an integrated national abilities training system. The task included four parts: development of a profession awareness program, abilities training enhancement, boosted abilities training chances for females and youth, and institutional fortifying. The expected outcome was increased income-generating chances and employment for students, specifically ladies and youth in the external islands. In general, the project was ranked not successful. Restricted development was attained in making the job responsive to the requirements of its recipients and private-sector employers. The enduring weakness of poor numeracy and literacy proficiencies

amongst public primary and secondary school graduates and dropouts getting in college or attending voc-tech education could be partially credited to the poor quality of standard education. The task was supply-driven and could not develop a strong linkage with economic sector requirements or align its activities with the requirements of the labour market. The status of the technical and vocational education training system has actually stayed basically the exact same after project conclusion. The research study advanced that ADB might motivate the Government of the Marshall Islands, through assessment and policy dialogue, to follow through on the federal government's

commitment to establishing a committed labour details system to connect technical and occupation education training program offerings with industry demand. Although the task established a labour market details system, in the lack of internal staff ability at the National Training Council, it was not completely functional.
