. The Marshall Islands: Skills Training and Vocational Education Project Evaluates the efficiency of the job and highlights lessons. Offers inputs to two wider examinations- the regional examination of ADB support for the Pacific and the unique examination research study on Millennium Development Goals. The low instructional achievement and shortage of Marshallese skilled workers were mainly due to the low quality of standard education, lack of access to education in the external islands, and weak points in skills training and the professional and technical education system.

These supported an economy marked by high joblessness because of constrained economic sector growth and government downsizing. Joblessness was specifically high amongst the youth and women in the external islands. Suitable regional proficient personnel for existing task vacancies

were not available, for this reason the importation of properly skilled foreign workers. Therefore, there was a mismatch in between available tasks and skills of the Marshallese labour force. These conditions supplied the effort for the Government

of the Marshall Islands to focus on technical and employment education training reforms. In 2000, ADB approved a loan for $9.1 million to enhance skills training to supply trained workers required for sustained financial and social advancement. This was to be accomplished through an integrated national abilities training system. The project included four components: development of a career awareness program, skills training improvement, boosted skills training chances for females and youth, and institutional conditioning. The expected outcome was increased income-generating chances and work for students, especially women and youth in the external islands. Overall, the job was ranked not successful. Restricted progress was attained in making the job responsive to the requirements of its beneficiaries and private-sector companies. The enduring weak point of poor numeracy and literacy proficiencies

among public primary and secondary school graduates and dropouts entering college or participating in voc-tech education could be partly attributed to the poor quality of fundamental education. The project was supply-driven and might not develop a strong linkage with private sector requirements or align its activities with the requirements of the labour market. The status of the technical and occupation education training system has remained essentially the same after project completion. The study advanced that ADB might motivate the Government of the Marshall Islands, through assessment and policy discussion, to follow through on the government's

dedication to developing a committed labour information system to connect technical and employment education training program offerings with market need. Although the task established a labour market details system, in the lack of internal staff ability at the National Training Council, it was not fully operational.49550741583_c46624eb80_k.jpg?VersionId=I
