Fund, with the job co-financed by the Government of the Republic of the Marshall Islands

. The Marshall Islands: Skills Training and Vocational Education Project Examines the efficiency of the job and highlights lessons. Supplies inputs to 2 wider assessments- the local evaluation of ADB assistance for the Pacific and the unique evaluation study on Millennium Development Goals. The low academic attainment and shortage of Marshallese skilled workers were mostly due to the low quality of fundamental education, lack of access to education in the outer islands, and weaknesses in abilities training and the trade and technical education system.

These supported an economy marked by high joblessness because of constrained private sector growth and government downsizing. Joblessness was specifically high amongst the youth and women in the external islands. Appropriate regional skilled personnel for existing job vacancies

were not available, thus the importation of properly experienced foreign workers. Hence, there was a mismatch in between offered jobs and abilities of the Marshallese labour force. These conditions provided the initiative for the Government

of the Marshall Islands to focus on technical and employment education training reforms. In 2000, ADB authorized a loan for $9.1 million to improve skills training to supply trained employees needed for continual financial and social development. This was to be achieved through an integrated national abilities training system. The job included four components: development of a career awareness program, skills training improvement, improved abilities training opportunities for women and youth, and institutional strengthening. The anticipated result was increased income-generating opportunities and employment for students, especially females and youth in the external islands. Overall, the job was ranked not successful. Limited development was achieved in making the task responsive to the requirements of its recipients and private-sector employers. The long-standing weakness of poor numeracy and literacy proficiencies

amongst public elementary and secondary school graduates and dropouts getting in college or attending voc-tech education could be partially credited to the poor quality of basic education. The job was supply-driven and could not develop a strong linkage with private sector requirements or align its activities with the requirements of the labour market. The status of the technical and employment education training system has remained essentially the same after project completion. The research study advanced that ADB could motivate the Government of the Marshall Islands, through consultation and policy dialogue, to follow through on the federal government's

commitment to establishing a devoted labour information system to connect technical and trade education training program offerings with market demand. Although the project established a labour market info system, in the lack of in-house staff ability at the National Training Council, it was not completely operational.
